If you have purchased a new modem, so it would be locked to use with the specific operator, but you can easily unlock it with DC Unlocker [easily available] but unlocking will void its warranty, so i am going to tell you howyou can use any operator sim card in your locked device without unlocking and retaining its warranty.
UPDATE(29-09-12): Trick does not work with New Aircel Huawei E303S MODEM, instead upgrade its Firmware HERE (void your device warranty)
